Do you have some links pointing to a prepared Ubuntu package and some
refusal by Ubuntu developers?

Looking at tint2 version in Karmic, 0.6.0-1, the lack of an -#ubuntu# at
the end means that the package is maintained entirely in Debian, and
then synced into Ubuntu.
Debian has tint2 0.7.1-1, however their changelog shows that it was only
uploaded to Debian after the 1st of July, which is past Karmic Debian
Import Freeze (DIF), which according to
https://wiki.ubuntu.com/KarmicReleaseSchedule was June 25th.
tint2 could have been manually synced from Debian past that date if you
(or anyone else) had requested a sync in Launchpad (checking first that
it builds and runs fine in Karmic, and providing the build logs or,
better, a PPA link) - up to Feature Freeze, which was August 27th
tint 0.7.1-1 (or any newer version) will be synced from Debian at the
beginning of Ubuntu 10.04 development cycle. If there are newer versions
released around 2 month or less from 10.04 release, you might want to
have a look at 10.04 release schedule and request manual syncs in Launchpad.
