upgrade from 9.04 - 9.10: the most broken Ubuntu / Debian upgrade I have ever experienced

IMHO, if this IS a cause of problems, then it sounds like a good thing to be
covered by
sanity checking code in dist-upgrade.

Naturally I don't know all the details, so take my comment with a grain of
salt.
