The plan is the same as 5 years ago =)

Ubuntu is released time based and is synced against Gnome. Ubuntu
always releases with latest gnome, that's why Ubuntu release is ~1
month after gnome.

Karmic already has 27.1 and it continuously updates with GNOME
development snapshots.
