Make the Gnome Menu more accessible/intuitive

Indeed this should be discussed with the GNOME panel maintainers
upstream. But I wouldn't hold my breath for it, since (1) it's not a
major issue, and (2) GNOME upstream is focusing heavily on GNOME shell
now, which will eventually replace the panel entirely.
