SRU request, nscd crashing, fixed...

In LP#256157 [1], nscd is consistently crashing. I backported the
glibc maintainer's upstream fixes and have been running them for five
days on i686 and amd64, so cooked a complete debdiff and attached it
and retested.

Can someone kindly help seal the deal with the next steps of
SRU-consideration, building and uploading the updated nscd package,
since I don't have Ubuntu developer status?

Let me know if I am able to do any of the next actions, as a Ubuntu
non-developer.
