It used to, I know specifically during the Hardy cycle I used it quite a bit.

In fact it works quite well during the jaunty cycle.

See if the following helps you.

$ sudo dpkg ---reconfigure apt-listchanges

Your /etc/apt/listchanges.conf should have the bare minimum for it to work.

$ cat /etc/apt/listchanges.conf
[apt]
frontend=xterm-pager
email_address=root
confirm=1
save_seen=/var/lib/apt/listchanges.db
which=both

This should work out .
