enable syntax highlighting in Vim by default?

Is there any chance of improving the Vim package(s) so they enable syntax
highlighting by default? Every time I install Ubuntu, one of the first
packages I install is *vim* because *vim-tiny* is unusable for me. However,
I always forget I have to enable syntax highlighting for terminals with
colour support in *~/.vimrc*:
if &t_Co > 1
syntax enable
endif
