Anyone can fork anything, for any reason, at any time, as long as they
observe the requirements of the license to make the changes that they make
to the original available under the GPLv2 (or later, in this case) as well.

Forking is discouraged when a project is active, but if there's no project,
and the author can't be found, it doesn't really seem as though it
constitutes a "fork"...
