With excellent help from Luke Yelavich I was able to understand some of the specifics
of this problem but I still can't use the microphone inside Skype (without uninstall pulse).
I also found a good thread on the Skype forums where Skype staff comments on this.

I'd be more than happy to follow up with any experiments and/or additional
information required, if you know something that would be useful just post
what's needed in the bug.
