netselect-apt in ubuntu 8.10

Hi all,
    I've been looking for a CLI equivalent for the Synaptic > Select
Best Server .  After much googling came to know that there was a
package called netselect in Ubuntu which had promised to do the same.
But due to its buggy nature it has been dropped in ubuntu 8.10 . Is
there any replacement or any other package which gives same
functionality what netselect had promised to give.
If you guys know any ways in which the same could be done even if with
two three different commands would be nice.

Looking forward to know more.
