Should default keyboard be based on location?

Here in México we have kind of the same problem, most new computers come
with the Latam keyboard but its very hard to find standalone keyboards
with that layout, almost all keyboards in stores are in spain and US
layout. I've seen most people using a spain keyboard with the latam
layout and viceversa.  

Personally I use US - International
