nm-applet : Notification Area or Panel Applet ?

AFAIK the decision to use the notification area was made since there  
is a standard for it on all desktop systems. So you can use the  
nm-applet in XFCE, GNOME and KDE.

NM is not developed in the Ubuntu framework. You should contact the  
developers for such deep change requests.
