Weird downstream Power Manager changes?

I would think that's the cause of the problem, because my lowest limit
is 11 minutes, which is one minute higher than my 10 minutes of gss.

I agree the limit is confusing, even if there is a rational explanation
behind it (that no regular user could grasp). :-)
