Bad battery runtime in Ubuntu (on all laptops?)

Hello

I couldn't find any discussion / bug about Ubuntus bad battery runtime so I added https://launchpad.net/bugs/195768.

This is not mainly Ubuntus fault I think but there are definitely improvements that can be done. I've written two suggestions in the bug and I urge others for adding more.

Please take this bug in consideration for Hardy+1, the Intrepid Ibex.
