Backtracing, Invalidated Bugs and Quality

This is a great idea, but it wont work for every package, but could be very effective on a sub set of bugs: those that are triaged, confirmed, and assigned.

New and Incomplete would be helped by this procedure, although it could serve as a reminder for long lost New bugs that were never triaged. But then again, so can Launchpad Cleaner bot.
