So I sent some time this weekend and decided I wanted to know hwy I
was having issues with PulseAudio ..I fixed them and this is what I
found.

1) flash plugin
So with flash I was using a version that was from Adbobe web site and
not from the ubuntu package. I had it installed in my home directory.
Once I removed it and started using the one that Ubuntu provides in
then sound issues when away and all was well

2) VLC
So the vlc package needs work so that pulse audio is installed & used
instead of alsa by default. But to fix it you have to install package
" vlc-plugin-pulse" then you have to open vlc go to the top menu bar
under Settings -> Prefrences. Then you go to Audio -> Output modules.
Check the box "Advanced options", located in the lower right hand
corner. A menu drop down labled "Audio output module" will appear.
Choose "Pulseaudio audio output".

After doing this for both neither no longer had an issue when a
Gstream app was started before then and they could not get audio out.

The VLC pacakage is going to need to be fixed in Ubuntu now that Pulse
Audio is being used by default.
