ubuntu 7.10--erratic install

When it hangs at that stage it's networking trouble, it thinks you have a
connection, but you might not, or it might not be able to use it for some
reason. try unplugging the network cable, if any, and turn off networking
with the NetworkManager applet, should work then. It'll just skip the step
when it runs a targeted apt-get update.
