Access denied (403) when trying to fetch security updates for Dapper

Unfortunately there is no way to reach everyone affected by this measure,
though it is documented in the bug report and should be indexed by Google
shortly if it has not been already.

The security team should follow up to ubuntu-security-announce to notify
users who received the USN once they have prepared a response.
