RFC: New MOTU Mentoring process

Hello everybody,

thanks everybody for the comments I got so far. I updated
https://wiki.ubuntu.com/MOTU/NewMentoring with all the information until
now and would like to do a final call for comments before we get this
process rolling.

I also created the https://launchpad.net/~motu-mentoring-reception team
which will assign mentors to MOTU contributors. Jonathan Carter agreed
on helping me out for the initial term of the Mentoring Reception.
