/usr/local/bin in $PATH in system scripts?

Is there anybody who knows why
PATH=/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin
is defined locally in that udev script, and not somewhere in a central
place? That seems completely wrong to me...
