Ubuntu Policy on binary driver bugs

We take responsibility for kernel bugs where we do not believe that a binary
driver is to blame, and we will work with hardware vendors to share bug
tracking information.  What we cannot do is take responsibility for
analyzing or fixing bugs which are the fault of a binary driver.
