It was renamed accidentally, and the original name cannot be restored 
because of a bug in the wiki software.

Until the sysadmins fix the problem, you can copy the spec template 
code from <https://wiki.ubuntu.com/Bicycle?action=raw> and use that as 
the base for your specification.
