Launchpad bug workflow change

I don't want to see such changes now or in the future. As an unofficial
developer (and there are many of us), I _have_ to have access to the In
Progress and Todo states. Realize that before one can become an Ubuntu
Developer, one must first demonstrate a history of consistently good
development work. This is impossible to do if we are unable to use
launchpad to do our development work, thus it significantly impedes our
ability to ever _become_ Ubuntu Developers. In my case, it may be moot,
as I'm currently ubuntu-qa (dunno if it's planned for QA to set Needs
Info or Todo, though), but in general it's a problem.
I _might_ not be opposed to the restriction, if we added a new, fairly
open but still moderated group, to include MOTU Acolytes, capable of
setting these states, just to prevent *total* non-developers from
setting to/away from them.
