Only that the second option allows you to boot the system and remotely
change the config (because system boots) and the first option does not
allow you to boot the system remotely, you have to physically be there
to change the config. So if you do not have physical access (for example
you are on vacation), you are screwed.

I expect my systems to always boot if they were working before reboot.
Otherwise if you forget something before reboot (for example remove disk
from array then forget to add it back) or the system reboots itself due
to power failure, etc., you are screwed.

So I think the default would be to boot in degraded mode, even if only
to send e-mail/pager/whatever to admin that the system runs in degraded
mode. And this is what I have so far seen in other systems (e.g. Suse)
and I am surprised it is different in Ubuntu.
