First, this email should have been sent to ubuntu-users at lists.ubuntu.com and not devel-discuss.
There are a few ways to solve your prob.
Either you use APT-On-CD (http://aptoncd.sourceforge.net/) from another computer or you use aptzip (http://wiki.ubuntu.ro/TipsAndTricks and https://wiki.ubuntu.com/NonBroadbandUsers )
