I'm one of these people, and I've just filled a bug.

The problem is that it *should*, but it seems that it doesn't behave
correctly.
Now I will ask a perhaps dumb question: is there a "preferred networks"
setting in NM? If not, the static configuration remains the best one for
many situations.
