Is Merge-O-Matic proprietary?

Dear Scott,

I've read on the wiki that you have developed for Ubuntu an automated
tool, Merge-o-matic, which assists in merging new package versions from
Debian.

It seems that this tool could be useful for other distribution projects
that derive from Debian or Ubuntu, but I have not been able to find any
links to its source code.

Is MOM a proprietary piece of Canonical infrastructure?
