Moving irda-utils to ubuntu-desktop?

I agree that switching IRDA on by default is not a good idea. Perhaps we
can provide something more easy to switch IRDA on. Currently I see 2
problems:

 * you need to be root to toggle IRDA
 * you need to edit a text file

Since I don't have a bluetooth adapter in my laptop, what procedure is
necessary to activate bluetooth? Perhaps we can link those mechanisms?
