First Plucky Puffin test rebuild

The first test rebuild of Plucky Puffin was started on December 21, 2024 
for all architectures and all components. The rebuild is finished for 
the main component on all architectures except riscv64, and still 
running for universe and multiverse.

Additional build failures for packages in plucky-proposed (not yet
