Community process for 32-bit compatibility

I have started a thread on the Ubuntu Discourse with a proposed set of
packages to commit to support on 32-bit x86 through Ubuntu 20.04, based on
an analysis of the software identified in previous discussions around this
topic.

Please review to make sure any libraries you require in support of 32-bit
applications are included in this list. If you have a requirement for a
