Ruby Plans For Utopic

ruby2.1 is the default Ruby for 14.10.  

This gets us slightly ahead of Debian (which still has 2.0 as default), but 
the packaging system doesn't seem to have changed between 2.0 and 2.1 the way 
it did between 1.8 and 1.9 and 1.9 and 2.0.

In some cases we are carrying diffs from Debian for ruby1.9 compatibility (that 
was the default for 14.04) that can be dropped now.

While this is not expected to be a difficult transition, the will likely be a 
few bumps.  Fortunately, Dimitri Ledkov (xnox) has volunteered to help out 
with any issues that arise.
