Temporarily blocking your uploads in -proposed

I've put a new mechanism in place in proposed-migration to let you block
your uploads temporarily on manual testing (the prior approach was to
get a member of the release team to add a block hint).  You can do this
by filing a bug on the package in Ubuntu with the "block-proposed" tag.
Any autopkgtests will still be run if the package is otherwise ready
(see https://wiki.ubuntu.com/ProposedMigration for full details), but
the blocking bug must be closed before the package can migrate to the
release pocket.

I expect any of these bugs to only be open for a short time, to avoid
building up too much technical debt in -proposed.  Expect the release
team to come knocking on your door if you leave one open for too long!
If you file a block-proposed bug, please make it clear in the bug
description what manual testing you expect to perform and why it can't
be automated.
