Debian Import Freeze for 13.10 moved five weeks later

Following discussion and rationale on ubuntu-release [1], I've moved
Debian Import Freeze to week 13, i.e. 25 July, and updated the schedule
accordingly.  This brings it more into sync with the 13.04 cycle.

Most developers won't need to do anything for this, but it gives us a
bit longer where we don't need to worry about selectively syncing
changes from Debian to packages we haven't modified.
