Debian import freeze

We are now in Debian import freeze for Ubuntu 13.10, so I have disabled
the auto-sync process from Debian.

This shouldn't stop people merging or manually syncing changes if
appropriate to fix bugs, until feature freeze when we'll ask people to
be more conservative.  However, from this point on you should think hard
about whether it's appropriate to pull in new upstream versions.
