New Developer Membership Board meeting schedule

The Developer Membership Board has had some quoracy problems recently,
because the meeting time (inherited from the Technical Board) doesn't
work very well for many of its members.  Accordingly, we're changing our
schedule.  Since no single time works very well for us, we'll rotate
between two times.

The new schedule will be:

  Mon 27 Sep 1200 UTC

  Mon 11 Oct 1900 UTC

  Mon 25 Oct 1200 UTC

  ... (and thenceforth every two weeks)

(I'd previously suggested an additional meeting on Mon 20 Sep to catch
up on our backlog, but we managed to scrape together a quorum on Tuesday
and cleared almost all the backlog, so that should no longer be
necessary.)
