Untargeting bugs

It's been brought to my attention that the Launchpad interface for
untargeting bugs is not entirely obvious to everyone, and at this point
in the cycle it's particularly useful to know how to do this. If you
feel that a bug is not release-critical and should not block 8.10, but
it is currently on the targeted bugs list
(https://bugs.launchpad.net/ubuntu/intrepid/+bugs), then instructions on
changing this are here:
