Simplified procedure for Stable Release Updates

Hello Ubuntu developers,

Recently Soyuz grew the ability of copying packages verbatim between
release pockets. For stable release updates this means that:

 * No-change uploads to -updates are no longer required. We can now
   directly copy the source and binaries from -proposed to -updates.

 * Please stop using the ~proposed1 naming schema for -proposed
   uploads, use the version number as it should appear in -updates.

The currently pending -proposed uploads with the ~proposed1 version
numbers will still be processed the old way, of course.
