Main frozen for Tribe 3

Hello everyone,

Main has just been frozen for stabilizing Tribe 3. All uploads to main
must be approved by me (Hobbsee on IRC) or Martin Pitt (pitti on IRC),
so if you have anything urgent which is needed for the Tribe release,
please do get in touch ASAP.

Uploads to universe will go through as normal (subject to a manual
shove, but they will not require review).

The ETA for the Tribe release is Thursday.
