Final release preparation for 6.06 LTS

With the Release Candidate safely away, we're now in the very final stages
of preparing the final release.  Package uploads, which were queued while we
prepared the release candidate, are now open again, but must still be
carefully restricted, especially for main.  Uploads at this late stage
should only be made for issues which are important for the release, for
example problems which affect installation, or otherwise must be fixed on
the official CD images.  Other issues should be considered for post-release
updates via dapper-updates instead.

If you have any questions about what is appropriate to upload, follow up to
ubuntu-devel or #ubuntu-devel.
