Launchpad downtime Tuesday 0300,UTC

[Stuart Bishop]

The Launchpad systems, including associated services such as Ubuntu wiki
authentication, will be taken down for 3.5 hours Tuesday morning starting at
0300 UTC.

This downtime is required in order to perform some large data migration
tasks required to open up Ubuntu Edgy for translation by Rosetta.
