Dapper Goals - Expectation of Delivery

*Notice to all Dapper Spec Assignees in Launchpad*

By now all the 'Estimated Developer Days' should be completed for each
spec.

We now need the 'Expectation of Delivery' field to be completed. 
This is found under the 'Target to Release' section.

The options are:
- Unknown (default)
- Deferred
- Unlikely
- Probably
- Certain
- Done

Please give some through to this and estimate how likely this goal is to
make into Dapper.
