Move this mailing list to the Community Hub

I wonder if that is mailing list mode in settings?  But yes, by default it
goes to noreply at ubuntu.com which goes nowhere.

Been trying out the hub and after using it for just a few days I am +1 on
this change, regardless of not having that option.
