Why is Eclipse so old?

It seems like this is an upstream issue: https://tracker.debian.org/pkg/eclipse
So if you feel inclined, contact the maintainers of the upstream Eclipse version and once they
package the new version, it will filter down into Xenial after a week or two, and from there it can
be backported, unless you feel like waiting to upgrade to Xenial.
(Xenial Xerus is the codename for Ubuntu 16.04, the upcoming LTS that gets released in late April
2016)
