I can confirm this.
The problem, has been around for some releases, as far as I remember and
there have been some bug reports concerning the problem.
Have a look at some launchpad bugs:
780117: this is a bug currently being worked on
788300: marked as a duplicate of 780177
905047: which, up to now, has not been marked as a duplicate and
confirms my recollection of the bug being around for some time now
Furthermore connected to this problems are bugs like: 519935 (which do
not make Brasero unusable, but really restrict the overall experience of
using it).
If I remember correctly you can set the burning speed to something
beneath the maximum of your CD/DVD burner and you should avoid to burn
CDs/DVDs directly (instead always create an ISO image).
I think, by the way, that this mail belongs definitively on this mailing
list. If Canonical/the Ubuntu community wants Ubuntu to succeed on the
desktop problems like these cannot and must not be around for such a
long time. These problems really restricts (or better "destroy") the
user experience and are some kind of bad "PR" for the Ubuntu quality.

By the way, if you want to avoid bad user experience in Germany have a
look at launchpad bug 987212. (Certainly this is a very egoistic remark
as I am affected by this bug ;) ). The bug is, admittedly of a total
different nature and has nothing to do with Brasero, but I think it
could potentially affect a very large number of the Ubuntu users in
Germany (namely those who use the standard issue German Telekom
Speedport Router).
