[Desktop12.04-Topic] Crash Database

I think this database would be just plain awesome! Some thoughts from the
peanut gallery:
I frequently don't submit crashes to launchpad because #1 I don't have time,
or #2 am lacking an Internet connection at the time, so....
* If the system is configured to "report statistical data" in software
sources can we assume that it's alright to collect crash data too? (#1)
* If it wasn't selected during install, perhaps we can ask after the first
crash.
* we could save the apport crash reports into a directory so that when an
internet connection is detected, a queue of crash reports can be uploaded at
once. (#2)
I think the whole thing should be as automatic as possible to get the most
complete record of crashes as possible.
