The most obvious issue I see with these mockups is that they would not
easily be localizable. Producing translated versions of the images would
be very fiddly and would take up a lot of space on the CD.

The illustrations should contain hardly any text, and when they do, it
should usually be so small and/or fuzzy that it is obviously not
intended to be read.

That would be good, yes. However Ubuntu already has a scarily large
number of official Web sites, many more than we have people to maintain
them. So maybe the design feedback system could be folded into one of
the Web sites that already exists. People sometimes post design
proposals on Ubuntu Brainstorm <http://brainstorm.ubuntu.com/>, for example.
