gdm-new always use usa keyboard layout

but I think they aren't quite the same as your's.
gnome-settings-daemon reads $GDM_KEYBOARD_LAYOUT, so it seems gdm sets
that wrongly. Could you please create a new bug report at

  http://bugzilla.gnome.org/enter_bug.cgi?product=gdm

and describe the problem there? Then this will be discussed directly
with upstream.
