Trimming down gnome-applets (and removing HAL dependency)

Does that also notify the user at the first new startup that a
configured applet does not exist anymore and shows him/her an
alternative (or states that there is none)? That would be a good thing
and would solve at least the battery thing, as you could point to a wiki
page or directly to gnome-power-manager.
