Two reasons for me, mainly: First, a lot of failures are
unreproducible and probably due to some sort of local failure (third
party packages installed, nvidia upstream installer messing up the
system, full disk, automatix, etc.), and second, in a lot of cases the
actual bug is in a completely different package, for example, because
a program called in the postinst fails.

I'm in favor of keeping them, particularly because package
installation failures are such a pain foor users. But we should invest
some resources in 

 - automatic duplicate detection (nontrivial, since the reason is
   hidden in the terminal log, etc.)

 - detecting local breakage/customization (UnreportableReason)

I'm happy to work on that for intrepid+1 if there is a strong enough
desire and time allocation.
