I agree and that's why i think it would be interesting to implement
something like a "LoCo team channel integration". 
For exemple, someone with french locales would automatically join
#ubuntu-fr at freenode the first time that he launches xchat-gnome.

And so, even he doesn't know IRC, he would automatically find a place
where he could speak (using his own language) with people using also
Ubuntu (to ask support or just chat and spread the Ubuntu community
spirit).

Maybe it's a good spec for dapper+1 (and i would be interested to help
to work on it).
